Floor covering installation shall have professional flooring installers that have an INSTALL certification. Those who do not possess this certification must be a member of a state-certified apprenticeship training program and registered with the United States Department of Labor, Bureau of Apprenticeship and Training. Flooring installation must comply with manufacturers’ process and specifications which includes certification of both installation and floor preparation.
